The two level esthetic license was a National and Esthetic industry first! Ruth Ann Holloway conceived the concept of Utah's two tiered esthetic license for a Master Esthetician and Esthetician. She wrote the legal draft for Utah House Bill 105 which passed in 2001, signed by Governor Michael O. Ruth Ann Holloway served as the State of Utah Master Esthetician on the Board of Licensing (DOPL) for eight consecutive years from July 2001 to July 2009.
